Assign components to all epics; used in all reporting and automation

Could use labels in a simlar way, but components enforces consistency / prevents human error (labels do not, since they are free keyed - components are a code table)

Components also 1) enable a drill into the issues associated with that component, and 2) assign a lead, which default the assignee, and 3) enable drill in tempo (time tracking) by component
