This page provides the systemwide transitional guidance for implementation of the GSR Recognition Settlement.

• Phase 1 - January 2026

• Phase 2 – July 1, 2026 implementation of the fellowship and training grant provisions; and

• Phase 3 – Fall Term 2026 implementation of the non-transitional phase for first-year PhD students assigned to STEM lab(s).

Staff should reference this information when supporting departments and graduate students during the Phase 1 transition period.

GSR Fellow/Trainee assessments must be completed by June 30, 2026 to meet the July 1, 2026 settlement agreement deadline.
