This page provides the systemwide transitional guidance for implementation of the GSR Recognition Settlement. The materials included here pertain to Phase 1 of the settlement, which applies to first-year PhD students assigned to STEM lab(s), whether rotating or non-rotating. Under Phase 1, these students must be appointed as 25% GSR-Paid Directs, effective Winter Quarter/Spring Semester 2026.

Additional guidance will be issued in advance of:

• Phase 2 – July 1, 2026 implementation of the fellowship and training grant provisions; and

• Phase 3 – Fall Term 2026 implementation of the non-transitional phase for first-year PhD students assigned to STEM lab(s).

Staff should reference this information when supporting departments and graduate students during the Phase 1 transition period.

Appointments must be entered into UCPath by the January 2026 monthly payroll deadline (1/16/26, 12:00 pm).
