Effective Fall 2021, Senate Regulation 715 regarding doctoral committee composition has been revised. The updated regulation applies only to UC San Diego PhD and DMA (SD 717) programs. The committee rules for Joint Doctoral Programs with San Diego State University, CSU San Marcos, and UC Irvine remain unchanged; they are still required to have a five member committee (with the exception of AuD and EdD committees, which remain as they are). A formal request to change the JDP committee rules would need to be submitted by both applicable campuses for UC San Diego Graduate Council review. |

Master and Doctoral students should work with their faculty advisor/PI to form their thesis/dissertation committee and let their graduate coordinator know once it is ready for approval. The graduate coordinator will submit it in the Committee Membership tool for GEPA approval.
It is highly recommended to submit committees at least two weeks before the student's qualifying exam or defense. This gives ample time for the department chair and GEPA to review and approve of the committee.
Basics of a Master (MA/MS) committee

There must be three UC San Diego faculty members.
At least two members must be from the student's home department/program.

There must be four UC San Diego faculty members.
Three members must be from the student's home department and one member must be from outside of the department, preferably tenured.

Determining Faculty Eligibility for Committees
Faculty can serve on committees based on their official UCPath appointments. Faculty appointments can be verified in the committee tool via Committee → Faculty Title Lookup. This tool pulls UCPath appointment information for all faculty on campus.
Once the appointment has been verified, then the Committee Membership Table should be consulted. This table shows the roles and eligibility of faculty appointments. The Committee Membership Table refers to UC San Diego appointments and faculty.

The JDP Program Director may nominate faculty to be formally added as affiliate faculty with the program/group. The Graduate Dean is the final approval authority for affiliate faculty for Joint Doctoral (and Interdisciplinary Graduate) Programs. However, please note that GEPA is simply verifying that the faculty nominee meets the Senate eligibility requirements to serve on doctoral committees. We defer to the Program Director to determine if the faculty member is an appropriate research fit and suitable to mentor the graduate students in the program. The program should only submit nominees to GEPA that are pre-verified as eligible to serve on student committees. Prior to submitting any faculty nominees, the graduate coordinator should verify their eligibility, in accordance with Senate rules, via checking the Faculty Title Lookup tool: https://gradforms.ucsd.edu/committee/staff/facinfo.php. Please submit faculty affiliate nominations to the Academic Affairs JDP Advisor and Assistant Dean for Academic Affairs. Following review and approval by the Graduate Dean, a formal notice will be issued to the faculty nominee approving affiliation with the program/group. Once approved, the program should ensure the General Catalog is updated to add the approved faculty member to the program’s faculty listing. Please refer to the Senate’s website on the Catalog Copy update process. |

Proposing a person to serve in a role s/he is ineligible for based on official job title. See the committee membership table. Example: a lecturer wants to serve as co-chair. Proposing a person who has a job title that is not listed on the committee membership table. Example: a scientist or professor from a lab/institute; scientist from another university (no professorial title); individual outside of academia, like Google, etc. Please provide the CV of the requested person. Doctoral advancement exam taken before the committee was approved by GEPA. Letters of exception may be uploaded to the request form. Simply click on the “Request for exception” check box; this will bring up an “Exception comment” box and the option to upload a file. Please always upload the CV of the requested person. A letter is not needed for faculty at other academic institutions. Justification written in the “Exception comment” box of the committee form is sufficient. |

Research Scientists can only be one of four members (Doctoral) or one of three (Master's) if they also have a Lecturer or Educator appointment. The Lecturer/Educator appointment needs to be active, it cannot be pending approval. Both titles will be pulled up in the Faculty Title Lookup tool. If only the Research Scientist title is displayed it means there is no current Lecturer or Educator appointment and the person is ineligible to serve as one of four members (see below). If the proposed member only has a Research Scientist appointment, then s/he can only serve as a 4th member (Master's) or 5th member (Doctoral). |

If a faculty member leaves UCSD for a faculty position at another university, the faculty can remain on committees that were constituted prior to the departure from UCSD. Remaining on the committee is contingent upon the support of the committee chair and department chair, who have determined it is in the student’s best interest for the departing member to remain on the committee. If the departing faculty is a committee Member only no action is needed if the program/student wish to retain the faculty member on the committee and the faculty member is committed to continuing their role and will be available to participate in the student’s defense. (Note: if the student has not yet advanced to candidacy, it is generally recommended that a UCSD faculty member be added to replace the departing faculty). If the faculty is serving as the Committee Chair, the program would need to submit a reconstitution request to change the role to Co-Chair and a UC San Diego Chair/Co-Chair would need to be added/assigned. If the faculty member is leaving UC San Diego for an industry position, they would be allowed to continue as a Member or Co-Chair by exception only. A letter of exception would need to be submitted to explain how/why it is in the student’s best interest to have a non-academic continue to serve on the committee. It is typically preferred that another eligible faculty be added to the committee and the faculty who is now working in industry would become a 5th member. |

Use the Faculty Title Lookup tool in the Student DB to look up a professor’s information. Full-time salaried positions are The percent of a position is indicated in the “Percent” column; full-time is displayed as “1.00.” Any value less than 1.00 indicates the position is not full-time. A position listed as “0.00” indicates non-salaried. Health Sciences are departments that are housed within the School of Medicine (some examples are: Medicine, Neurosciences, Cellular and Molecular Medicine, Psychiatry, Radiology. See https://medschool.ucsd.edu/about/departments.html for a full listing), as well as within Skaggs School of Pharmacy, and the Herbert Werthheim School of Public Health. Adjunct faculty in the Health Sciences, who are appointed full-time (1.00 in the Percent column shown above), may serve on all committees with no restrictions, including chair/co-chair roles. Adjunct faculty appointed less than full-time in the Health Sciences, or adjunct faculty outside of Health Sciences may serve as a regular 1 of 4 regular member; they may serve as chair/co-chair only if there is a ladder rank faculty serving as co-chair concurrently. Note, only one person in this adjunct category may serve on the committee unless there are more than four members. |
