Appendix: Nonresident Supplemental Tuition (NRST)

Overview

Effective Winter 2023: The new UAW Academic Student Employee (ASE)/BX and Graduate Student Researcher (GSR)/BR contracts do not guarantee Nonresident Supplemental Tuition (NRST) for union-covered employees.  The contract instead memorialized the current practices that existed at each campus at the time of ratification.  For UC San Diego, that includes a practice of post-candidacy waiver period, Graduate Student Researcher Tuition and Fees (GSRTF), and the coverage for Graduate Funding Reform (GFR)-covered students. Graduate Student Researcher Tuition and Fees

Graduate Student Researcher Tuition and Fees (GSRTF) provides NRST coverage for Graduate Student Researchers in the following job codes, with cumulative academic appointments of at least 25%

  • 003262 - GSR-TUIT & FEE REM-UCSD-GRP E (CSE)

  • 003263 - GSR-TUIT & FEE REM-UCSD-GRP F (MAE/CENG/NENG)

  • 003264 - GSR-TUIT & FEE REM-UCSD-GRP G (SE)

  • 003284 - GSR-TUIT & FEE REM (GENERAL)

  • 003285 - GSR-TUIT & FEE REM-UCSD-GRP B (ECE)

  • 003286 - GSR-TUIT & FEE REM-UCSD-GRP C (PHYS)

  • 003287 - GSR-TUIT & FEE REM-UCSD-GRP D (SIO)

Graduate Funding Reform

The Graduate Funding Reform (GFR), which provides a policy for PhD students in the first five (5) years of enrollment and MFA students in the first three (3) years of enrollment, also provides NRST coverage for:

  • International students

  • Domestic students in their first year of enrollment

Domestic Nonresidents

After the first year of enrollment, there is an expectation that domestic nonresident students will have established California residency and will therefore not be assessed NRST. Domestic nonresident students who do not establish residency will not receive NRST coverage.  Departments may opt to cover this cost for their students.

Nonresident Supplemental Tuition Waiver

UC San Diego waives NRST for advanced nonresident students, including international students, for nine (9) quarters after they have advanced to candidacy. Students who are enrolled, or who re-enroll, after receiving the waiver for nine (9) quarters will be charged the full NRST rate that is in effect at that time.
